GSC leaf issue

I am trying to determine what my leaf issue is with this Girl Scout Cookie. Today is twenty days from seed. I noticed that the first set of leaves seem to be disfigured.I thought it would go away with the next pair of leaves, but it looks like every new leaf develops disfigurement. Could this be a genetic issue. The two other plants being grown with it appear normal. All three plants same age, same grow conditions. Any help appreciated.

Yes, It looks genetic to me also.
 
I find this mutations with bad mediums, i have a weird PH medium in a single pot from a year ago i threw a power plant in, started growing liek that and perked up towards flower, now it looks all droopy again, it was planted straight on top of an old half a BioTab. I assume this is caused by overnute, off PH and a bad medium in general. The same pot, same medium, last year had the plants lockout and grow the same way.
