I've never bothered testing coco run-off as i'm reliably informed (by Canna) that the test is unreliable for both PH & EC.
She's looking a bit timid for day 28 - but could still pick up and take off!
How far is your light away from the plant?
Are you watering to run off?
Are you discarding the run off, or do you have feet below your pots so the pot doesn't sit in the run off water?
I would recommend some light nutes (A&B) and then PH down to 5.8 and water to run off. (dont let the pot sit in the run off water).
Set your light about 18 inches from the plant and leave it for a few days - see what happens.

I have the led 18.11 inches from "HUBBA"
spacer side light is closer.
I have grow and bloom switches turned on on the mars.
She is small cause i started her in 2 inch jiffy pot. Then transplanted to a bigger plastic pot in regular coco perlite but then read up and freaked out so i got pre buffered coco/ perlite with some other good stuff in it.
Last week she has started to do its thing.
I planted the jiffy pot straight into coco after cutting off bottom of pot.
Yes i am watering til runoff
And i have a drip tray to collect runoff in so it's not sitting in any runoff.
She is getting 1/2dosage recommended full strength veg nutes (part a and b).

She has really come on in the last week, probably likes that new feed much better. I find it pretty easy to start seedlings straight in my final pot, right in the Coco. That way you get a quicker start and bigger plants. I suppose you probably figured that out already though?
