Enough light?

Hey all im new to growing and only have had one set up so im not sure about this. I gave a friend a couple seeds and hes trying to set up his lighting with stuff he already has laying around because he grows spices and aquarium plants. As far as what he has that's not being used is one lamp with 16 watt 900 lumen led flood light bulb, an aquarium lamp for live plant growing in a 20 gallon tank unsure on specs, and a blurple 4 strip 9"x 6" 40w led. Would this be enough? Any advice would be appreciated

What size space and budget do they have? I don't think aquarium lighting has adequate power.

Approx. 4x4x5 and hes pretty much spent his budget on everything else and was hoping to get by with the lights he had or maybe a cheap addition.

Great thanks a bunch. I figured it seemed like it wasn't going to be enough but I wasn't sure because of the combination
