yes, yes you can. those plants will be happy when they get a light upgrade but i've seen several micro grows using this much or even less.

don't expect a big plant, maybe a 1/4 oz. if it goes good.

It depends how many plants you have.Thats really not a lot of light.Also you should try and use daylight 6500k bulbs for veg and than 2700k warm white for flower stage.
