They look like Aphids to me. They can come in on you or your pets or just fly in on their own. Ants farm them for the honey dew they excrete. They will transport them from plant to plant and protect them from predators. So if you have ants you need to deal with them at the same time. They are easy to kill by just washing them off the plant with a spray of water. If you only have a couple just pick them off by hand. Insecticidal soap is good for a minor outbreak or neem if things are really out of control. Lady Bugs and Lace Wings will keep populations down but rarely get all of them.
