Being it is my first grow, I am a bit paranoid with anything that looks odd. I am in day 13.
My concern it this. One plant is 2.5in tall with a leaf span of about 1 inch and the other is 2.5in tall with a 1in leaf span. They were germinated at the same time and have been twins with respect to their environmental conditions.

I am concerned with their height or scrawniness. Is This normal or is it typical of a plant that has not had enough light. Early on I was using CFL lights for a few days at 18in(too far I know!), before moving them under my LED COB lights. I was mainly using 1 400W LED COB light at about 18 inches from the tops of the plants(19/5 sched, 100% Veg), with a second light(same as first) turning on for a shorter period of time(50% 8/16 sched, 50%Veg, 50%Bloom)
I gave them their first real seedling nutrients a couple of days ago @ 75% of the recommended seedling dose(General Hydro - Flora - DTW)
I have been struggling to keep the temperature between 75-85degF and the humidity at 70%. I delibertely was keeping the humidity down so that the soil could dry out some from what I believe to be a "too much water" situation.

I asume the size difference is a difference in the 2 strains, but I think I misplaced the labels for each strain.

Bottom line: the two questions are: Does the light given seem ok? Did it get over-fed? Only gave it nutes once.

Or should I get a couple more seeds started to be on the safe side?

I don't grow in your grow medium but they look stunted. The CFL was definitely too far but the led sounds too close. CFLs are 2"-3" for seedlings and led usually 30".

I know you mentioned that the LED's seem to be too close. Is this just a technical observation or would you summarize this by the plants appearance/color...etc?
 
From Reading:

Things that could cause stunted growth:

o Inappropriate spectrum of light
early on the first light they had after poping out if the rockwool was window light coupled with a double CFL at 12 -15in (I know too far)

o Overwatering
after adding the rockwool cubes into a small pot with coir/perlite, I did water them...perhaps a bit too much.
At this point I allowed the humidity to stay low so as to adsorb that moisture

o Improper pH
pH had been measured at 6.0

o Low Nutrient Strength
since early seedlings do not need much for nutrients I hadn't given any till day 10 0r 11.(75% of recommended)

Technical observation, but I find if a few things are wrong then it is harder to find the combination that is causing the problem.

General Hydroponics Flora Series is designed around using tap water with PPM under 250. Distilled water will be 0 PPM. So at a minimum you need to add Calcium and Magnesium every time you water including for germination. You will still be missing out on all of the other trace minerals that would be in the tap water. Why are you using distilled? If your tap water PPMs are to high just blend the tap water with distilled to get it under 200 PPMs. If you do not have a TDS meter get one.

The cob leds should be at 30"

Most tap water around the world is ok to grow with. Some municipal water can have a lot of chloramine now and some areas have really hard water over 250 PPMs. It is best to run your water through a simple charcoal filter and then aerate your water for a day or two before you use it. Aerating will precipitate calcium carbonate and that makes it easier to balance the PH. If you know that your city water is being sanitized with chloramines as opposed to chlorine; you can throw a vitamin C pill in it to neutralize the chloramines. I do not know the amounts since my water has chlorine which dissipates rapidly in aeration and I have not needed to use it. I have a 35 gallon top off tank that I PH to 6.0 and aerate 24/7/365. I needed a lot more water when I was doing DWC. It is overkill now but is already in place. My system only uses about 21 gallons a week now. I was using about 80 before I changed to rockwool blocks.

From what I am reading, 20-50mg per gallon will do. This is just an estimate as I would need to know exact residual chloramine at my tap to calculate more accurately. Vitamine C is really not harmful to plants so I am guessing a little too much won't hurt. Same for not enough, a little chloramine should not harm the plant.

Chloramine is really not good for the microbes we want to grow with our plants; so I would error on the side of vitamin C.
