New Grower Anyone using the perfect sun goliath? I need help!

I have to start my seeds with this powerful light. Its all a have. I lost 3 out of 4 seeds, probably due to over or under watering. I cant afford any more seed loss to trial and error. I need help! I have 4 seeds that have germinated and are ready to be planted today. I am using fox forest ocean forest soil in 7 gal fabric smart pots. The soil is currently dry. Should I water the whole pot or just a few inches around where I put the seed in? How far should I put the light above the pots? This led light is close to the equivalent of a 1000 watt. So I don't want to burn them either. My surviving seedling has just its 2 first real leaves and hasent really grown any in 4 days it looks green and healthy but just isn't growing. Is it stunted? What should I do? Thanks!

It's growing it's tap root so will stay short until the root system is big enough. Make sure the soil is soaked before you start next time. Get the light as high as possible until it starts growing leaf. If soil is completely dry then water away from plant but give it a good soak so the roots can go searching for water, or it might be better to water by putting in a pot full of water and letting the fabric pot soak in the moisture from the bottom. Once soaked treat as normal. All imo.

Misread what you wrote, soak pots 10 hours or so before planting.

Thanks for the pics of his grow that helps! so as far as planting the new seeds, would you pre soak the whole pot or just water where you put the seed in? the soil in the pots right now is dry?Please keep the ideas coming people! Thanks for the info so far!
I only water around where the plant is but my soil was still moist when i planted, if your soil is bone dry right through then yeah i would pre soak the pot as mentioned above :)

I grew in Ocean Forest/Perlite for years and I would water my smart pots to some runoff, then plant germed seed 5-6 hours later. I started my mass built led lights at 30" minimum. Probably a little more if yours is 1000 watts. Just watch how the leaves react and correct as necessary. The next watering will be when you pick the pot up with thumb/index finger and it feels light.
 
I Am running with perfect sun GOLIATH, and have fresh beans just popped my method is to use a mister water bottle and mist them and soil til it's just wet and then let it get a little more time and when I have first set of true leaves I water normal, I also keep the Goliath 5 ft from seedlings, then onve they get true leaves i raise them closer to light 3 ft
