Never heard of a 10,000 Kelvin color temp. It seems like that would almost have to be in the ultra-violet range. Sorry, can't help.

I know he says it in a Kelvin measurement BUT - he does say "daylight spectrum" I'm assuming they're HO lights that output 10k lumens and he made a typo.. if not, no that's not a viable growing spectrum. If it's a two foot 10k lumen 6500 fixture, it'll work fine.. give us a link and we'd be more aclimated to help you out though. You appear to have copied the information directly from a website and we will be able to help you fairly quickly.
Also, how big is the space and how many plants? There's more than just one variable to a successful grow. Lighting is just one of the important things but can easily be over or underdone.
For reference, here's a color temp chart that shows upwards of 10,000 kelvins. It's a "pale sky blue".

Ah, Joe Dirt was right as usual. That is a 10000Kelvin rating. No those lamps would be crap and are just an experiment in my opinion.. HTG sells a lot of crap like that, like garage flood lights with LED bulbs in them that don't do shit but they get 50-60 dollars off the unsuspecting customer.
For your first grow, go with what's proven, spend the same amount on the 3000k lights. That number you're seeing is just the color of light nothing to do with the power. Also, make sure you realize they're just bulbs - there's no fixtures since you're in a rush to do this. So make sure you have T5 fixtures.

Those bulbs are pretty much for salt water aquarium use where they need the high kelvin output to grow corals etc.

well yes but i am gonna buy a t5 this week and it comes with bulbs for growing but i saw bigger so you know bigger --better anyway thanks im getting system with a pair of both veg and bloom bulbs ---im only growing in a 3 ft wide 30 inches high and 2 foot deep store is pretty close to me

Sounds good, you'll have all the spectrum you need!
@shumway, thanks dude.. I never grow stuff under water, only in it.. so I never knew their purpose!
HTG should label their use though, I've really lose interest in that site after spending thousands there because it took three weeks to get a straight answer on their LED spotlights whether they had a cover or not (picture shows no cover but being floodlights you assume cover).. to which they DO have a cover. I never ordered them thankfully. They also wouldn't price match the
Soluble trio for me when I wanted to try it out after I had placed an order for a very large sum of money, I only asked for a match of ~$15 off and still agreed to pay their shipping.. anyways.. rambling here.. 
4 lamp fixture in will do great in that small space LT, just be ready to train the plants a bit because even if they're lowryder, under the right conditions they can get up to ~18 inches, which after pot height and light drop isn't much room!

Hey little T...I use a T5HO...2 ft 4 bulb...bought mine locally from a grow shop...seems mine is 5500K..not sure....don't have box anymore......Been using mine for almost a year now...24/7 always ON...veg all my meds 1 month under it with great results...just never finished anything under it....easy to regulate temp (in home setting)...does well starting and vegging...IMO...
